HOW TO:
1. apply base coat and paint nails sheer color or white
2. take your finger and dip it in some rubbing alcohol
3. hold the newspaper section you want to your nail for 10-15 seconds
4. let dry and apply top coat
This nail design is very simple and almost anyone can accomplish it :)
